Carol Starkey Works to Protect Individual Rights

Massachusetts Civil Asset Forfeiture laws have been overdue for reform and have received much criticism in the past.

Last month, the Legislative Commission to Study Massachusetts’ Civil Asset Forfeiture laws released its final report putting forth six recommendations to correct the law’s serious shortcomings, which currently allow property owners who have not been convicted of any crime to lose their assets permanently.

The Commission representatives included a range of stakeholders, including the Legislature, the Supreme Judicial Court, the Attorney General’s Office, the ACLU, several bar associations, and law enforcement. Conn Kavanaugh partner Carol Starkey was an appointed Commissioner to represent the BBA.
